Here is a super simple, no-bake recipe that captures all the magic of the classic Girl Scout Samoa—the buttery cookie base, the chewy caramel-coconut topping, and the rich chocolate drizzle—without ever turning on your oven.
Why this works
Instead of baking shortbread, we use store-bought shortbread cookies as the base. The “samoas” come together in about 20 minutes on the stovetop (or microwave).
Ingredients

24 shortbread cookies (Pepperidge Farm “Shortbread” or Keebler “Sandies” work best)

2 ½ cups sweetened shredded coconut

1 (11 oz) bag of soft caramels (Kraft bits or similar) or 1 can of Dulce de Leche

2 tablespoons heavy cream or milk

Pinch of sea salt (optional, but highly recommended)

1 ½ cups semi-sweet or dark chocolate chips
-
1 teaspoon coconut oil or vegetable shortening (for thinning the chocolate)
Instructions
1. Toast the Coconut (The Secret to the Flavor)
Samoa coconut is chewy and slightly toasted, not raw.

Place a dry skillet over medium-low heat.

Add the shredded coconut and stir constantly for 3–5 minutes until it is golden brown and smells nutty. Watch it closely; it burns fast.

Immediately transfer the coconut to a bowl so it stops cooking. Set aside.
2. Make the Caramel Mixture

Unwrap the caramels (if using traditional ones) and place them in a microwave-safe bowl with the heavy cream.

Microwave in 30-second bursts, stirring in between, until completely smooth.

No microwave? Melt them in a saucepan over low heat, stirring constantly.

Pour ¾ of the toasted coconut into the melted caramel and stir to combine. (Reserve the rest for sprinkling).
3. Assemble the Cookies

Lay your shortbread cookies out on a sheet of parchment paper or a wire cooling rack.

Using a spoon (or your fingers, lightly greased with butter so it doesn’t stick), drop a heaping spoonful of the coconut-caramel mixture onto the top of each cookie.

Press it down gently and mold it so it covers the top of the cookie evenly, leaving a little bit of the edge visible.

Let them sit for 10–15 minutes until the caramel firms up slightly.
4. Add the Chocolate

In a clean, dry bowl, combine the chocolate chips and coconut oil.

Microwave in 20-second bursts, stirring vigorously between each burst, until the chocolate is completely liquid and shiny.

The Base: Dip the bottom of each cookie into the melted chocolate, letting the excess drip off. Place them back on the parchment paper, chocolate-side down.

The Drizzle: Once all bottoms are dipped, pour the remaining melted chocolate into a small Ziploc bag. Snip a tiny corner off the bag and drizzle the chocolate back and forth over the tops of the cookies in the signature zig-zag pattern.
5. Set and Serve

Sprinkle a few flakes of sea salt (or the reserved toasted coconut) over the wet chocolate.

Let them sit at room temperature until the chocolate is completely hardened (about 30–45 minutes). If you are in a hurry, pop the tray in the fridge for 10 minutes.
Tips for Perfection

Don’t skip toasting the coconut: If your coconut is white, the cookies will taste overly sweet and lack depth.

Handling the caramel: If the caramel mixture gets too stiff while you are working, pop it back in the microwave for 10 seconds to loosen it up.

Storage: These freeze beautifully. Put them in an airtight container with sheets of parchment paper between layers. They taste amazing straight out of the freezer!
